CirCan is an international project platform aimed at strengthening the capacity of public authorities, sectoral agencies and the Helsinki Commission (HELCOM) to implement the Baltic Sea Regional Nutrient Recycling Strategy. The project addresses the persistent eutrophication of the Baltic Sea, driven largely by excess nutrient runoff from agricultural areas, by consolidating results from Horizon Europe, Interreg and national projects into coherent, policy-ready materials. The work focuses on the market for recycled nutrients, environmental and social benefits and trade-offs, and the integration of nutrient recycling into policy frameworks, including the Common Agricultural Policy (CAP). The project will deliver three synthesis papers, a strategy note, a HELCOM policy product, and an international closing event.
The Mineral and Energy Economy Research Institute of the Polish Academy of Sciences (MEERI PAS) leads the work package on synthesis and consolidation of project results and co-leads the work package on strategic communication and stakeholder engagement. The Institute prepares materials for decision-makers, contributes expert knowledge on nutrient recovery from wastewater, and organises a national workshops for various stakeholders.
